According to the police, at past 3:00am this Thursday, December 11, 2008, unidentified gunmen fired two shots at the house of Mr. Tony Reyes, hitting the glass door and into the room just below room where Mr. Reyes stayed. Mr. Reyes’ house served as his home and at the same time the office of the Southern Leyte Times.

Neighbors said that they heard a motorcycle, stopped in front of the house before firing.

Just recently, these thieves broke in to the Malitbog Municipal Hall which is just in front of the Police Headquarter and stole valuable left at the offices.

Among the 10 persons I talked regarding these thieves, 9 of them believed that these thieves are actually residents of the town especially that the cases of theft happened within the vicinity of the Municipality of Malitbog, except those happened in Divisoria (Bontoc), Padre Burgos and Flordeliz (Macrohon).

PNP Should Not Be Blamed Alone

However, I believed that it is not the PNP alone should be blamed if these thieves are not yet sent behind the bars. It might be a big slap to the faces of the police personnels of the Malitbog PNP, but residents of that town have their own responsibility for the capture of these thieves.

Among the 58,471 Elementary Teachers who took the LET, only 17,816 Elementary Teachers passed the exam which is 30.47%. There are 110 examinees who came from the schools here in Maasin City, but only 40 of them passed the examination. The College of Maasin has 10 examinees but only 1 passed which is 10%. The Saint Joseph College – Maasin City has 100 examinees and 39 of them passed which is 39%.

On the other hand, among the 53,195 Secondary Teachers who took the LET, only 18,801 passed the exam which is 35.34%. 61 examinees were coming from Maasin City but only 27 examinees passed the exam. The College of Maasin has 5 examinees but no one of them passed. The St. Joseph Collage – Maasin City has 56 examinees but only 27 of them passed which is 48%.

According to PAGASA, the Typhoon “Tonyo” was at 370 km East Northeast of Davao City (7.7?N 129.0?E) with maximum sustained winds of 55 kph near the center. It is forecast to move West at 15 kph. Tail-end of a cold front affecting Visayas and the Bicol Region, as early as 2:00am this day (November 14, 2008)

The Maasin City area is currently experiencing light winds and rains and the sky is cloudy.

So far, there is no reported bad incidents related to the Typhoon “Tonyo”.

I checked the internet and even waited for the flash report from the local TV Station but there was no report about a typhoon.

At 8:30 AM, I roamed around the city of Maasin and found out that classes from Elementary to College were not suspended. Then I checked again the PAGASA forecast and I learned that there was no typhoon yet, but just the low pressure area in Surigao.

However, the strong winds and the heavy rains that the city of Maasin experienced made me wonder if the Low Pressure Area was still Low Pressure Area and was never became a typhoon. My friends in the Pacific area of Southern Leyte told me that they were experiencing strong winds and heavy rains and some trees along the highway were already uprooted.

At 9:00 AM, I checked again the internet for any weather forecast, but found no update.

At 10:00 AM the wind started to weaken. But this time, PAGASA raised the storm signal to signal number 1 in the Visayas area, including Leyte, for the Typhoon “Quinta”.

Again, I was wondering why the PAGASA was late to raise the storm signal to number 1 in Leyte when in fact the typhoon “Quinta” actually started to show its presence in Leyte early morning of that day. And then when PAGASA raised the storm signal to number 1 in Visayas area, including Leyte, the strength of the wind actually started to weaken already.

Anyway, there was no serious damage left by the Typhoon “Quinta” here in Southern Leyte. However, if PAGASA will always be late in raising the storm signal to the appropriate level to certain areas, I think, there will be more serious damages (casualty and death) that will happen in affected areas.
