			<content:encoded><![CDATA[<p>Apple iPhone 3G S is the newest version of the Apple&#8217;s iPhone. The &#8220;S&#8221; on its name according to Apple stands for &#8220;Speed&#8221;. However, most of the tech guys consider the &#8220;S&#8221; as &#8220;Secret&#8221; or &#8220;Secrecy&#8221; because Apple did not reveal the specification of the iPhone 3G S.</p>
<p>However, the iPhone 3G S specification was leaked by the T-Mobile Netherlands and the new iPhone is really faster than its previous versions having 256MB memory compared to its previous which is only 128MB of memory resources, and its CPU speed is already at 600MHz which is 188MHz more compared to the previous iPhone.</p>

They started to doubt the effectiveness of their own Police force since the thieves who stole properties of several residents of the town and robbed fish vendors, peddlers, buy and sale businessmen, collectors, and other Malitbog- robbery victims are still roaming around the town and performing their stealing business.</p>

<p>Among the 10 persons I talked regarding these thieves, 9 of them believed that these thieves are actually residents of the town especially that the cases of theft happened within the vicinity of the Municipality of Malitbog, except those happened in Divisoria (Bontoc), Padre Burgos and Flordeliz (Macrohon).</p>
<p><strong>PNP Should Not Be Blamed Alone</strong></p>
<p>However, I believed that it is not the PNP alone should be blamed if these thieves are not yet sent behind the bars. It might be a big slap to the faces of the police personnels of the Malitbog PNP, but residents of that town have their own responsibility for the capture of these thieves.</p>

<p>Among the 58,471 Elementary Teachers who took the LET, only 17,816 Elementary Teachers passed the exam which is 30.47%. There are 110 examinees who came from the schools here in Maasin City, but only 40 of them passed the examination. The College of Maasin has 10 examinees but only 1 passed which is 10%. <p>On the other hand, among the 53,195 Secondary Teachers who took the LET, only 18,801 passed the exam which is 35.34%. 61 examinees were coming from Maasin City but only 27 examinees passed the exam. The College of Maasin has 5 examinees but no one of them passed. The St. Joseph Collage &#8211; Maasin City has 56 examinees but only 27 of them passed which is 48%.</p>

			<content:encoded><![CDATA[<p>On the night of Wednesday, November 5, 2008, it was reported that there was a low pressure that was being formed in Surigao. However, at 6:15 in the morning the next day (Thursday) Southern Leyte started to feel the strong winds with the heavy rains.</p>
<p>I checked the internet and even waited for the flash report from the local TV Station but there was no report about a typhoon.</p>
<p>At 8:30 AM, I roamed around the city of Maasin and found out that classes from Elementary to College were not suspended. Then I checked again the PAGASA forecast and I learned that there was no typhoon yet, but just the low pressure area in Surigao.</p>
<p>However, the strong winds and the heavy rains that the city of Maasin experienced made me wonder if the Low Pressure Area was still Low Pressure Area and was never became a typhoon. My friends in the Pacific area of Southern Leyte told me that they were experiencing strong winds and heavy rains and some trees along the highway were already uprooted.</p>
<p>At 9:00 AM, I checked again the internet for any weather forecast, but found no update.</p>
<p>At 10:00 AM the wind started to weaken. But this time, PAGASA raised the storm signal to signal number 1 in the Visayas area, including Leyte, for the Typhoon &#8220;Quinta&#8221;.</p>
<p>Again, I was wondering why the PAGASA was late to raise the storm signal to number 1 in Leyte when in fact the typhoon &#8220;Quinta&#8221; actually started to show its presence in Leyte early morning of that day. And then when PAGASA raised the storm signal to number 1 in Visayas area, including Leyte, the strength of the wind actually started to weaken already.</p>
<p>Anyway, there was no serious damage left by the Typhoon &#8220;Quinta&#8221; here in Southern Leyte. However, if PAGASA will always be late in raising the storm signal to the appropriate level to certain areas, I think, there will be more serious damages (casualty and death) that will happen in affected areas.</p>
