Baybay City, Reverted Back to Municipality
Bad news to the residents and officials of Baybay City, Leyte. The city status of Baybay city will be reverted back to municipality after the Supreme Court ruled that the conversion of the 16 municipalities including Baybay, Leyte is unconstitutional. According to the ruling, the affected cities are not exempted from the requirements of the Local Government Code such as the number of population and the income (100 Million not 20 Million) for them to become cities.
The 16 municipalities are:
- Baybay, Leyte
- Bogo, Cebu
- Carcar, Cebu
- Naga in Cebu
- Catbalogan, Samar
- Borongan, Eastern Samar
- Tandag, Surigao del Sur
- Tayabas, Quezon
- Lamitan, Basilan
- Tabuk, Kalinga
- Bayugan, Agusan del Sur
- Batac, Ilocos Norte
- Mati, Davao Oriental
- Guihulngan, Negros Oriental
- Cabadbaran, Agusan del Norte
- El Salvador, Misamis Oriental
If the ruling will be finalized then those officials and employees who are already receiving an upgraded salary will be affected. The same is true to the local budget and projects that the affected cities had already been set.
While those who are affected are dismayed with the decision made by the Supreme Court, Mayors of those unaffected cities rejoice because the IRA (Internal Revenue Allocation) that should be given to those new cities will be shared back by them.

Actually wala namang problem kung gawing cities ang mga yan kung talagang ang income nila ay pang cities. kawawa naman kasi yung mga cities na malalaki ang kita at naayon sa batas tapos kapantay lang ng IRA na matatanggap ng mga bagong cities kahit hindi naman umabot yung income nila sa itinakda ng batas.

Atty… to give fair justice of the 6 cities retained it should be published in the newspaper for five consecutive days and should posted in the internet and on tv news. Actually, people in the remote brgys. of the said cities doesn’t know exactly what after it was reverted. And the retention could only be considered rumor or hearsay which is not validated as true.
sinong may sabi na may 6 municiplaities na na retain ang kanilang city status? OMG ka talaga attorny maambong!

Baybay deserves to be called a city than Maasin.
I’ve heard that Prince Warehouse Club will build a mall in there.
if the new cityhood law will be stricly followed, Maasin would be reverted back to municipality status along with 58 other cities in the Philippines coz, they, too do not pass or meet the new requirements of cityhood. For one, Maasin’s population is only around 80 thousand more or less, Catbalogan’s population is even bigger, Catbalogan’s population this year is more than 90 thousand and Catbalogan looks more urban that Maasin, the new cityhood law requires a municipality to have a population of at least 150,000. Second, the new law requires a municipality to have at least 100 square kilometers of contagious area(meaning the urban area or downtown) Maasin’s urban area is only more than 1 square kilometer. And third, the new law requires a 100M INTERNALLY-GENERATED INCOME, meaning it doesn’t include the IRA. Maasin’s annual does not reach 100M.

Good News to the People of Baybay City!
The city status of Baybay had been restored by the supreme court decisions on December 22, 2009. The 16 cities reverted then to municipality are constitutional.
They validated that the 16 cities meet the requirements before the amendments or revisions made to standardize cityhood.
Officially, we can call our town BAYBAY CITY to our fellow Filipinos and to the rest of the world.
I hope the city government of Baybay will provide us simple and detailed Website of the city…… Forward Baybay!
In addition to that, Prince Warehouse Mall is on-going construction in the old public market. i hope will set a new beginning. this is just a beginning to become an urban city. just like tacloban, tacloban is now a highly urbanized city comparable to the cities of makati, manila, quezon, etc. these HUC’s have meet the standards of a high standard urban living…. i hope baybay will look the same as these cities….
Sooner or later Baybay will boom if the officials will render their service as public servant not a public corrupt officials….

We are proud baybayon in Eastern Province of Saudi, we are glad the latest ruling handled by the Supreme Court retaining the cityhood of Baybay… now the challenge lies ahead with the incoming new set of leaders who will then show that our status be proven as a new city…

Hello guys I’m Gil a student of Visayas State University here in Baybay.Taking up Bachelor of Science in Development Communication..I’m glad to here that Baybay retained i’ts cityhood..actually, there’s a mall here in Baybay…I don’t care if Baybay is not a city anymore..In fact, Baybay is an urbanizing town and a first class town..having the most populous town in leyte and numerous barangays in the Philippines.but, I’m glad that Baybay is a now a city….Let,s stop crab mentality and we must glad that we have lot’s of cities in our country compared to other country….we are moving on to become a progressive country…I hope our government status in our country will change to have a secured economy….=)
